The reflective/high visibility clothing is very visible when car lights hit it. This clothing still wouldn't be that visible except in the dark and police usually don't want to be seen when they are walking around looking for bad people. Maybe good for side of the road or whatever, but again...car lights usually are present.

This made me laugh cause Finland's been using reflective material on clothes and reflective accessories for decades... No LEDs needed, no charging needed, washable, you can put them anywhere and indeed, a lot of clothing manufacturers already do put reflective material on their clothing in critical places. It doesn't look weird either and only glows when light hits it.
