Few networks do not support dual sim always on that's the reason this setting is grayed out on your phone, even on my this settings was grayed out when I changed my second sim to another sim then this setting got enabled.

Samsung s21 doesn't have the dual sim always on option. We can add esim, but only active sim receives text msg.
