We had a similarly suspiciously specific speed limit in the yard at one of the last companies I drove for... it was 4.7 mph. Turns out it was a remnant of the days when the company was still running manual trucks, because that's the speed a 10 speed manual truck will idle along at if you plop it into 6th gear and just release the clutch
