It's funny that people get permits to go there. My family has had a picnic on the island every summer since the late 80's. We've never been caught and we aren't trying to be inconspicuous.

You litterally can there's plenty of people who do it. Just go out with a zodiac and turn your lights off when you get close. ( Scout it out in daytime first ) Once your on shore pull the inflatable up and cover it up. Assuming a mass swarm of bird don't get spooked up. You could very easily settup a camp of sorts.

This island sounds like a family adventure place compared to Poveglia Island off Italy. Once a quarantine station for plaque, insane asylum, something else but can’t remember which but has seen lot of death, which rumored to have mass graves and hauntings. Supposedly it was bought out and to have businesses built there but nothing yet; probably not going to pan out though.

i think a small portion should be cordoned off and maintained as a park with education about the animals who rely on it, and the rest protected wildlife space. It would give us the benefits of allowing visitors without greatly compromising the home of the colonial wading birds. The human interaction with it would help with awareness of the wildlife and interest in protecting it. Let people with too much money buy little plaques at the park and use the money for upkeep.

It's privately owned, A Good Developer can transform it into a mixed-use island of luxury-rise condos with middle-class units. access would be by Ferry's which already provide service to the area as well as building a Marina for Yachts.

Roosevelt island was my favorite place to live in all NYC. I have many wonderful and memorable experiences. Grandpa from the Munsters lived there and was frequently holding court in front of the diner. Mae West was confined there once for offending the bureaucracy in the theater. In NYC, many different bureaucracies have ownership over these islands. They are government monsters. The stories are shocking. Roosevelt island was a vacant mess until a couple of these bureaucracies lost their lease. North Brother island, Governor's island, are locked down due to a quagmire of fraudulent bureaucracy control
