If you wonder why he can walk around freely: He is a foreign diplomat from Indonesia. He works for the embassy there so he didn't have to be with a government tour guide. He basically lives there. Moreover, Indonesia has a pretty good relationship with NK since we are not part of NATO and has built a special diplomatic relationship since 1955 called the Jakarta-Beijing-Pyongyang Pact.

This is an area created for tourists and diplomats. Like the fact that all these booths are right next to each other in the exact same style shows that these are government employees not some random street vendors.

@@div1_gambler It's actually the opposite. These retail products are heavily subsidized so regular tourists or even most international residents cannot purchase them. Diplomats are the exception. There are special shops for tourists that only accept foreign currencies such as dollars or euros, and prices are way higher than in the regular state-funded retailers. Locals can also access those stores but only makes sense if they want to purchase "luxury" goods that are not accesible in the subsidized retail shops and restaurants. Of course they are not random street vendors, in a socialist economy all services are provided by the state, that is what socialization of the means of production actually implies. There are few private-owned enterprises, most of them funded by foreigners with the approval of the corresponding administrarion, and never offer products or services that are already offered by the state-run industry.

i’m not 100% but i believe you are allowed to take photos but you are aware of the rules. they at any time can confiscate your camera and examine the library. for example i don’t believe you are allowed to take a picture of their dear leader, political posters, etc. but of course you can take a picture smiling with friends- they do allow limited tourism and not allowing typical tourist behavior would be a red flag and unsettling for the tourist.
