Yes he is deceased. I believe he died in 2004. I used to have the “Tribute To Jake Hess” DVD, and this clip is on it if I remember correctly.

I imagine it being difficult for him to have a proper mustache, because he had cancer of the face back in the 80s, and had to get his whole upper lip rebuilt, basically, Read that in his book.
