Well, it is implied that Holt has a sense of humor, as he’s considered the funny one in his non-99 social circle. It’s just a VERY different sense of humor than most people’s, and much more subtle, so a minuscule prank that relied on psychology (the idea that he would be mildly disoriented by the podium being slightly off from where it should be) would resonate pretty well with him.
