James Bond always has time to flirt with M's secretary, Miss Moneypenny, even before the most urgent of missions. Here's (almost) every scene Moneypenny appears in from 1962 to 2015.

Miss Moneypenny, later assigned the first names of Eve or Jane, is a fictional character in the James Bond novels and films. She is secretary to M, who is Bond's superior officer and head of the British Secret Intelligence Service (MI6).
Although she has a small part in most of the films, it is always highlighted by the underscored romantic tension between her and Bond (something that is virtually non-existent in Ian Fleming's novels, although it is somewhat more apparent in the Bond novels by John Gardner and Raymond Benson). On that note, she is not always considered to be a Bond girl, having never had anything more than a professional relationship with Bond.
Although not given a first name by Fleming, the character was given the name Jane in the spin-off book series, The Moneypenny Diaries; in the films, she received the first name of Eve in Skyfall (2012), which is set in the new continuity opened by 2006's Casino Royale, where the character spent time as a field officer before becoming secretary to M. According to the film You Only Live Twice (1967), she holds the rank of second officer in the Women's Royal Naval Service.
In most of the Bond films, there is a scene, usually Bond's arrival at M's office, in which Bond and Moneypenny exchange witty, flirtatious conversation. ("Flattery will get you nowhere, but don't stop trying.") In the earlier films, these exchanges are more sexually charged, with Bond often kissing or caressing Moneypenny sensually. In Die Another Day (2002), she puts on Q's (John Cleese) virtual reality glasses and runs a simulation in which she and Bond finally consummate their relationship. Q interrupts her, and she pretends she was using it as a combat simulation.
In the original film version of Casino Royale, actress Barbara Bouchet plays M's current secretary and explains to Sir James Bond (played by David Niven) upon their first meeting that she is actually Miss Moneypenny's daughter. She is referred to thereafter, and in the closing credits, as Moneypenny.
After Lois Maxwell's death, Roger Moore recalled that she would have liked to have become the new M after Moore's retirement. She had suggested herself for the role of M but had been turned down. "I think it was a great disappointment to her that she had not been promoted to play M. She would have been a wonderful M."

I became friends with Lois in the early 80's while she was living in Toronto and at that time was a columnist for the Toronto Sun newspaper. I used to meet her once a month for lunch, and I have to say she had a wonderful personality. She was great company and we always found something to laugh about. Sadly I lost touch with Lois by the end of that decade as I was spending a lot of time working in Europe. But I have great memories of Lois, she had a sweet soul and a very kind hearted nature. My own head cannon that James does love Money penny but is too afraid to ruin one of the only constants in his life. So he keeps her at arms reach(literally and metaphorically) because he is also adamantly well aware that her involvement with him places her in danger. Won’t stop him from flirting with her and teasing her. She is also well aware of Jame’s clinical depression and abandonment issues and does what she can to be there for him.

I wish I could relive that feeling, when some things seemed comstamt and certain people were always around, and I never thought they would some day no longer be. Being young and not thinking about the finality of things, how great that was. Funny enough, I never cared so much about other actors being replaced or dying. Moneypenny, despite her limited screentime, was somehow special to me. In the little time she had in each film, she was a fully formed character, a personality, much more than Q or M.

What's jaw dropping to me is how the then 40 year old Lois Maxwell looks in You Only Live Twice. She is stunningly hot. That hair style did the trick. It made her seem cool as ice and on the same civil service level as Bond but still approachable and VERY sexy without the producers taking the sexist approach that was so natural during this era of film making. What's even more amazing is she actually looks younger than her appearances in FRWL, Goldfinger and Thunderball. The exception is Dr. No when she was 35. She was the best Moneypenny in all the movies to date. RIP Ms. Maxwell.

Fun fact: Robert Brown (M here) had retired from acting by the time this film was in production, but as a deal he agreed to return and film this scene alongside the scene in Miami. The deal was the production company would bring him and his wife out to film abroad for two weeks, they’d need him for one day, and after that they could enjoy a holiday at the company’s expense.

Moneypenny is the only female character in the film series to date who can regularly engage in flirtatious banter with Bond without rushing to get into his pants and yet still continue to maintain a good working relationship with him. I feel like they devolved Moneypenny overtime. In the beginning she and Bond had unspoken sexual tension and great banter. But as the series went on, it looked like he has to make an effort to banter with her and she just looks more and more forlorn that he doesn't want her.

Considering that almost all Bond's enemies were criminal supervillains and terrorists and other postmodern foes, only once or twice the Russians in the ongoing ideological/values based somewhat post-national struggle of the Cold War, and literally never anything like rival nations and enemies of the UK specifically, it's actually pretty idiotic to call the movies simplistically nationalistic, and for the the most part not the books either. They rather foreshadow the modern fictional world, including of Bond movies, in which international terrorists and supervillains stand as foes to all mankind and against which the British secret service just happens to be a supercool niche player in the struggle to save the world. It does not in anyway resemble the mindset of the wars of nations of yore. If anything, it's quite tiresome to keep seeing reiterations of the form. At least they weren't all SPECTRE. As for women, so Bond bedded 52 visibly enthusiastic sexual partners. Meh. Unrealistic but no moral problem by today's standards. I can't imagine any of them looked at him and expected him to be a keeper who would stick around. Most of them were themselves criminals, assassins, terrorists, Soviet agents [I repeat myself]. I'd only be worried by the fellow SIS agents during missions. That could compromise mission success. @@davidcantwell2489
