He is an off duty officer not operating under the color of law and is being employed as a security guard at the time of the video. The officer that showed up who was on duty and acting in his official capacity let them go without having to produce id or getting a ticket, therefore negating your comment about the alleged traffic violation.

These guys got lucky with the second officer because a lot of times the backup automatically takes the side of the initial officer, even when there was 100% proof against the original officer. The second officer was a decent officer that led by example and ethics, instead of by ego and power. Otherwise that situation could have ended badly in an unjust manner. But it also might have been because the first officer was some type of security and the other officer felt he had more power to say he was wrong.
