I live in SC, and it is literally illegal for sheriffs and other officers to interfere with recording them in their official capacity, this law goes with Fines, and even jail time for the officers. One such case of interference is blinding citizens with their lights (which is considered assault as well as interference). Another such form is playing music (copywritten or not) to prevent the citizens from hearing what the officers are saying.

I don’t think it is, I think the issue heavily relies on public distrust that’s been building up for a long time. I know a lot of good police departments and a lot of them tend to be in smaller towns or cities. But a lot of the time it has to do with their environment and the city they patrol. I agree that doing what the police officers are doing in this video is wrong. But it shows that there isn’t a standard nationwide. All training officers have are to state standards, this issue is happening because of lack of training and the inability to make policies that don’t work.
