If you want good Restaurant try Vikings buffet in SM or other buffet oh Gordon Ramsay Bar and Grill just open in Newport Manila there's also plenty of Filipino pizza places or Steaks Restaurants you'll find also German, Italian, French, Thailand.

I don’t know why the Philippines doesn’t have a law that regulates what kind of transportation are permitted to run on the road. Anyone can make anything put tires on it and run it on the road. Whether it is safe or not, it’s not their problem. It’s your luck’s problem. The tricycles, the jeepney, etc aren’t tested for safety.
