Dan rankings work the other way (higher is better). This is the way it is in Kendo, karatedo, kyudo, etc. You might be thinking of kyu rankings, which are the lower ranks before you get to dans. In shogi, players are ranked from 15 kyū to 1 kyū and then from 1 dan to 8 dan.
