I will take the gruelling task of KanjiMastaJyouzu7 upon myself - the numerical pun comes from the first syllable of each number in 1129. 1- ichi, 2- ni, 9- ku (can also be pronounced as kyuu, but they opted for this one so the pun makes sense. So we get "iiniku". Ii niku is a homonym for 良い肉 pronounced the same, which means "good/tasty meat".

Obviously Japanese food in the US would be more expensive, just as American food would be expensive in Japan. So 'Sam' (the little pumpkin monster) is a spirit/demon that goes around and punishes those who dont respect the traditions of Halloween. He is the 'evil spirt' that those traditions keep at bay. He also had to abide by those traditions. So when he went to stab the bus driver at the end, and instead got a candy bar, it counted as him having been given a 'treat'. So he had to leave as the man had satiated him at that point. Then all the dead kids show up to get their own payback as they arent tied to precisely the same rules
