Japanese Declaration of War on the Western Powers (December 8th, 1941) with subtitles. This is from a Japanese newsreel, the first man talking is an Imperial Japanese Army officer from Press Corps of the Imperial Japanese Army and Navy Headquarters, while Pearl Harbor was attacked the 7th of December in Japan the attack occurred on December 8th Japanese time along with the invasions of Malaya, Philippines, Honk Kong and various other western colonies and territories in the East Asia and the pacific. The man at 0:39 is Prime Minister IJA General Hideki Tojo announcing that war against the western powers is in effect, Tojo who had just recently replaced the previous Prince Fumimaro Konoe who was against starting a war against the US, was one of the key leaders within the Japanese Government and Military who pushed for war with the western powers. Tojo would be Prime Minister and the face of the Japanese war effort for most of the war until 1944 after he was ousted out of his position as result of the war turning against Japan and the loss of the Island of Saipan.

The Japanese would’ve lost regardless of nukes. Their airforce was destroyed by the US airforce, and alongside that their carrier fleet was decimated. So they lost any abilities to protect their home islands. They also lacked resources, they were running out of oil immensely, and food as well. With Japanese soldiers being in such a bad state that they needed to resort to cannibalism in some instances. Also prior to the bombing, Japan was being pushed back in every front.
