Clearences are given as needed, and even if you have a clearance, you don't just get to see every top secret document. You have to prove that you need the info for your position. If the job demands it and he passes the background checks, he gets the clearence. The questions for debating are whether he should be in whatever position requires the clearence and what info is need to know in that position.

I believe it falls under the Fifth Amendment. Besides the popular "Double Jepodary" clause (you cannot be tried for the same crime twice) there is also a clause that you could call "self incrimination". It says that you are allowed not to talk about things that could incriminate yourself. To this second effect, I believe Hicks is using this to not answer questions.

the president has "executive privilege" which in many cases shields his conversations/interactions as president from congressional scrutiny. hicks claimed that exemption, not the fifth amendment protection against self-incrimination. she is allowed to do that, or more correctly, the president is, and should congress subpoena hicks or bannon and attempt to compel them, they will have to fight it out in court with trump's wh lawyers/doj.

If the questions are about a crime or knowledge of a crime, the privilege flies out the window. Hope Hicks actually did NOT even bother claiming E.P., nor did she utilize the protections of the 5th Amendment against Self Incrimination {which is, in & of itself, telling}; she simply refused to answer questions of the Committee for 9 hours! As for Bannon, he made up a claim of 'Attorney/Client Privilege', mildly clever on his part, but also just wrong. Hope that clears things up for all, on the legality matter. As someone who has been a security manager and has issued top secret clearances. It is very likely that if you don't qualify for a top secret clearance that you won't qualify for a secret clearance either. The biggest barrier for a top secret clearance is a need to know. The administration obviously believed he had a need to know. The fact that he lost the clearance should mean he shouldn't have a clearance at all. Knowing the fact that businesses he owns are in debt is a very big reason to deny security clearance. Information sells and you don't want a man in debt to have valuable information especially someone with so many foreign ties.

Or we could consider that if the oceans continue to warm up, due to climate change, the microorganisms that form the base the aquatic foodchains will possibly die from over-heating, and cause a collapse of all of those foodchains. In addition, warming ocean temperatures will result in icecaps melting, and water levels rising globally. This will flood hundreds of cities, displacing millions of people.
