Some people just have inferior jaw genetics, some people have good genetics but the natural growth process is interferred with mouth breathing, poor orthodontic work, allergies etc. Lips can't fix crooked teeth and your tongue can maybe change your palate if you're really really young.

Bad posture can make your face downswung, just look how much gravity pulls on your head if you have forward head posture.
