Well, this is a find. The ramp-to-nowhere was to be for the Inner Belt, literally an inner beltway around downtown Boston that would have plowed through parts of Somerville (where Jay is standing), Cambridge, Brookline, and the Fenway and Roxbury neighborhoods in Boston. Never built during the highway revolts of the 1960s and '70s. It was finally used as a connector to the Big Dig in the 2000s.

Downtown Seattle had a similar "unfinished exit" for many years, unfortunately they did finish it so now one can do the "roll ahead, stop, sit and wait" traffic move to get to Centurylink Field!😄

He's on the lower deck of I93 (southbound). This section of road is still there. The Big Dig/ Central Artery project starts south at Boston Sand and Gravel.

That whole show is an oddity. Done by a local TV station with Jay as a host , and a one off with the station picking up the bill. It played at 7 pm, and I remember they taking out a bunch of print and TV Guide ads for it at the time. Played only once, with a ton of local DJs co-hosting segments.

That's the Central Artery he's standing on, now finally GONE. So, was it worth all that money, time and heartache to replace the Central Artery with the Big Dig? Hell yes it was! Look how damn ugly that thing was! Look how much space it took up! Bleah! Good riddance!
