They month later thing on the elevator makes me think they needed to order a specialized part or something. I used to repair arcade games and commercial kitchen equipment, youd be surprised how often manufactures make a part to order and it can take a while. A month isnt out of the realm of possibility.

24:00 to be fair the killer declined at first but it seems as if he has this urge he can't control and just give in. Obviously what he did was wrong but it seems as if he was between sane but insane if what he said was true though.

I've heard the same about a lot of serial killers. I think it would be easy to say that his reluctance coupled with his attempt to hide the crime is actually proof that he knows what he did was wrong and that means it's proof that he is legally sane. Sane or not, he wouldn't be free.
