This piano cover was from a scene in episode 10 of jellyfish can't swim in the night. The scene had a girl named Mei who is a bad singer trying to sing to her track while crying. Nayu similates her bad singing by making the melody hand off key to the chords. TLDR, yes the song was meant to sound this way and strange.
