The reason why the real Metal Sonic wasn't present in Sonic Forces is that, in the IDW comics, Doctor Eggman had Infinite create Phantom Copies of them to fight in its place while he worked on upgrading it back to its Neo Metal form, as well as adding a few new modifications, so he could use his greatest weapon in the final battle during the conflict. By it was complete, however, the Eggman Empire had lost the war.

If we're being consistent, I have no idea why he's doing that to start. Despite what IDW would claim, Robotnik has only ever treated Metal as an attack dog, and Metal himself seems indifferent, at *best,* to his creator. He'd probably be indifferent to Sage, too, considering he literally doesn't seem to grasp even the basic idea of teamwork, nevermind family.

1:22 to clarify this a little more, this is Mecha Sonik Mk1, the one in Sonic 3 & Knuckles is Mecha Sonic Mk2, and the mini robot Sonics used in gamegear Sonic 2 and Metal's Mania fight I'm pretty sure are prototype Mecha Sonics (Mecha Sonic Mk0 if you will), there's also a Mecha Sonic Mk3 which appears in Sonic Adventure 1 as a random stage prop in a stasis tube in Final Egg and never after that (just vanishes from the games)

Bad game writing. Literally. Location is NOT the same, its underwater fleet, even tho, we return in TIME to fight them AGAIN, also, that would be Metal Madness boss fight sequence, not overlord, cuz shadow didnt put up a fight for flight part. Metal overlord was higher and was at the size of a freaking carrier. Not at Death-egg RoboEggman mech size. Shadow couldnt do ANYTHING to Metal Overlord, except his weak-spots, which wasnt present during his overlord state (Characters hit 2 phase by all sides, they literally just beating him up, no weak spots, just BEATING. UP.). Overlord state had to be BEATEN UP by SUPER formed Sonic, Tails and Knuckles. Not base Shadow with "new abilities awakened". Voice acting is trash. Thats literally a bowser, not Sonic's voice under huge metal filters. Also Shadow WASNT growing on his fight with Metal Overlord, cuz he just couldnt know how to fight him. He fought Metal Madness, which had weak spots, Metal Overlord has NO weak spots. I remind you - Neo metal sonic already copied "Ultimate Life Form" data, so shadow already weaker then Metal Overlord, cuz he can do the same shadow can do. IDW comics (which as i know CANON right now) Metal Overlord return was weak, but he still clapped Shadow for interrupting his fight with Sonic and Knuckles. He didnt grow up at all. If he did - he would have done better, but he didnt which says alot. Metal Overlord was returned in "Shadow x Sonic Generations" only to be at the wallpapers with shadow fighting it or smth else on merch side. No real fighting here or making a glory for old forgotten games. Shamed.

You forgot Sonic Boom: Shattered cristal, where Metal Sonic serves as a regular boss and has quite a similar speed battle to those in other games, so I guess it fits into "average" or "barely does anything" Also, wouldn't expect Free Riders to result in a "elite" tier. I mean, it feels deserved in this ranking, it's just very unexpected to see this game having a highest rate in any ranking at all.
