They still have the highest crime with many murders.. . In those states if they rob a bank the robber knows if he/she kill or hurt one person they will be executed so why not kill 20? They know the result is the same. The robber will be killed if caught so way not kill as many as possible where in states that don't practice capital punishment will spare your life if you try not kill in the process or your crime and or at least kill or injure less.
