I saw an interview with Martin Short recently where they asked him about his process for doing JIminy and he said that he has no idea and just goes with it. I think alot of the weirdo sht that comes out of this character is just pure ephemeral comedic psycho genius.

He's very sane. He doesn't complain about it much but he's had a hard life, as it happens. He has sadness and anger and the ability to have a mean streak and he channels them into this satire of a horrible, inconsiderate person, which works out wonderfully.
