Jin woo can't just take back Suho's powers. Suho inherited them, they are his now. His shadow monarch powers are separate from Jin woo's. Jin woo also can't turn off "the system" he could not update it with hints, but the system is part of his genetics, it will automatically update because that's how it was designed by Kandiaru. so Suho has the shadow monarch and also every other monarch's powers... which means he is by default stronger. Jin Woo has a head start on levels. that's basically it. Jin also had to be molded to be able to hold the power of a monarch, Suho as born with it.

Its quite literally impossible for Suho to surpass his father. Sun Jin-Woo inherited the full power of both a ruler AND a monarch then worked his ass off fighting the strongest beings in the verse to develop his powers to even greater heights. Suho, on the other hand, owes the ENTIRETY of his power to the fact that he inherited a minor blessing by being Sun Jin-Woo's kid that puts him a cut above the regular people his level and gives the ability to level up and the fact that his father allows him to ACCESS a small portion of his power and authority. It's literally cannon that the only way Suho could get access to the full power of the Shadow Monarch and surpass his father is for his father to die and pass that power on to him.
