No, not young people exclusively but ignorant people, narrow outlook and exposure. I use it a lot on middle aged people actually. Ethnic Chinese here from Singapore.

From the bottom of the well, the frog can only see the small part of the sky above as delineated by the circumference of the well opening above. So it thinks that the entirety of the sky is just that little circle. The frog has lived in that little well all its life, never had a chance to see what is outside of its well, consequently it does not know that the sky is much bigger than the little circle it sees, and it is unaware that the outside world is much bigger than the small well it inhabits. If you use this idiom to describe someone, you are saying that person has a very limited world view, he only knows what he knows, and does not even know how ignorant he is. Moral of the story: It's a big world out there. Get out of your comfort zone. There is a lot to see, a lot to learn. Don't be a 井底之蛙
