WTF ! Just two weeks ago fans in Minnesota were complaining about picking JJ Now you’re all jumping on the band wagon . Phonies ! This kid will take the Vikings to the playoffs and SB before ANY of the other QB’s drafted in this years class ! This from a Die Hard Bears Fan .

Do players receive the call from the GM before or after the official announcement?

All depends on preference and situation. Can be GM, or coach, or even someone else and it can happen before or after or during. Things are absolutely crazy for a lot of teams on draft day and information is being processed and changes made up until the final seconds. Plenty of players have gotten calls that they were being drafted a minute before the official selection and it didn't happen because a change was made after the call or even just before but word hadn't made it to the person giving the player the call.
