We already have technology in testing that has to do with the neuromuscular control of prosthetic limbs. It's definitely not anywhere near the level of Octavius' arms but we could see technology like it in the next 40 years or so. You did say "yet" so perhaps you did mean eventually we'd reach that but either way, I'm sure anyone with enough money and time could create something very interesting regarding that concept in this day and age.

Not sure how well it would work, but you might be able to use an elastic fabric such as spandex (from stockings?) In junction with the band to keep the quick snap. As the fabric is quite thin I believe you'd be able to keep that snap action vs the slower roll that comes with the rubber shoe
