There should be two types of funds that all Americans are able to invest in, and Congress can pick from those options. 1. Congressional Mutual Fund ETF run for all congressional members or 2. Members of Congress can have their own individual Mutual Fund like ETF, as long as American Taxpayers can choose to participate in those funds if they wish. If they are going to inside trade, well all American taxpayers can profit.
