That is a great observation. I also think Arthur said "If I can." because the player has the choice to actually continue the mission or not. You'll notice in a lot of missions, John and Arthur say "I'll see what I can do." - not outright saying yes or no, but it's a neutral response that fits well if the player goes through with the mission or not.

He replace one painting with the image of arthur and edited in the voiceline. This was never in the game.
