I think that static TV appearance on Arsene is a reference to the Persona 4 animation where personas and shadows would have a glitchy tv static appearance when they were weak or vulnerable to defeat. This is something I myself noticed and I think this is a reference to that, because I wouldn't be surprised in the p5 animation didn't do something like this...
