4:14 To be fair, Joker actually may have a good case against the Gotham Police department. 1.Gordon is a drunk who was working with Two Face (a known criminal he put behind bars) solely to achieve his own agenda even if it risked endangering other people (which it did). 2.Gotham PD abandoned the city in season 2 when the people needed them the most. 3.Some of those same cops even joined Banes gang yet were allowed back on the force afterwards. 4.They coverd up that Harely was the one who saved city so they could take credit for it. 5. Gordan is always eager to use miltary style force just so he could show off to the press even it risks getting civilians or his own men killed. 6. They can't keep anyone from escaping Arkum Asylum and somehow every criminal in this city gets the insanity plea over and over again. Preventing them from being sent to a real Maximum Security Prison. 7. Criminals literally walk around in broud daylight, own appartments that aren't kept secret, have big public buildings to work in, host their own awards shows on tv, live in nice suburban house, casually dine in coffee shops or bars, do big interviews with the press and yet the police are unable to find or arrest any of them. 8. Gordan is okay with using Robin to fight crime. An Underage kid. 9. I've lost count how many times Gordon and other cops in Gotham missed used their guns. 10. Gordon is to emotional and let his personal problems interfere with his work. Such as moping about his divorce on the job or using the Bat Single to just hang out. 11. Gotham cops were all star struck by a pair of porn stars posing as Harley and Ivy. Allowing the real pair to break criminals free. Also they didn't arrest the porn stars for helping know criminals escape. 12. Even if Joker has changed Gordan is to dumb to realize he's legally obligated to still arrest him and put him behind bars for all his past crimes that he hasn't paid for yet......think of people like Scarecrows family who still need justice! 😢 13. Finally they all depend on an anonymous guy who dress as a bat, who isnt legally considered law enforcement, to do everything for them. Which is illegal!!!

Point 7 has nothing to do with the police. In this universe being a supervillain is like a career path. Bro, they even have a special agency that helps them to scout some potential squad members. The Legion of Doom is more like a succesfull business company. The most infamous villains while out of prison they are treated like celebrities or popular civilians (in the Tawny show for example, they usually have villains as their guests)

You know, as much of a disaster as Gordon can be, at least the writers still captured his core. Beneath everything they've had him do, he's still a good man who won't allow a child to be used as a pawn in an evil plan. And he can still demonstrate amazing skill when he's given the chance. I absolutely _loved_ seeing him punch Two-Face while trying to save Joker and Benicio, and he was fantastic in using his cop smarts to get them off the ride.

If there is one thing that amazes me about Harley Quinn it's the way the show seamlessly blends crass satirical humor with actually moving character development. Joker has changed from the cold abusive monster to a loving yet still maniacal father and all the drastic changes to his character feel earned.
