(US here, so I’m going on US law, but imagine Australia isn’t much different). Even if she bought the building and OP was a renter, she could not enforce the new insane rules. You inherit the previous owner’s contracts and obligations, meaning that you pay the same taxes, deal with the same utilities, and have to honor the same contracts and leases, so you cannot just evict people with pets. That would be an issue at renegotiation. Even if it’s month-to-month, it would be challenging. Also, in a building with separate units, you cannot impose a curfew or prevent someone from accessing their apartments because they came home late. They have 24 hour access to their unit. So, even if she “bought the building,” she was 🦇 💩

Over here in germany each complex of owned apartments needs to have some sort of board simular to an HoA that kinda organizes the commonal areas and sets the rules. This board is actually able to not evict another owner but force them to sell their unit if they keep breaking rules.

In Australia it's called a STRATA. They take in body corporate fees and use it to pay for cleaning of the common area. Maintenance of the general building. Set rules of the property.

I don’t know how the law works in Australia, but in Sweden where I live, a tennant can defenitely be evicted for continously disturbing their neighbours, even though they own a unit in an apartment complex. Owning an apartment in Sweden is not like owning a house, you just own the right to live there which basically just means you can remodel the place as you see fit without asking anyone for permission, and sell the place for profit once you move out. The obligatory monthly fee is much lower than a rental apartment, so unless you’ve taken a bank loan to buy the place and have to pay morgage, the monthly cost of living is much cheaper. The apartment compex is usually overseen by a housing cooperative who make all decisions regarding rules etc. I don’t know if an evicted person can be forced to sell (maybe?) but they can’t live there anymore if they’ve been evicted and can most likely be arrested for tresspassing if they do. Also, if the unit owner doesn’t pay the monthly fee, they will of course be evicted after a few warnings. I don’t know all the legality, but I know for sure that you can most defenitely be evicted from a place even though you’ve bought it, because again, you’ve only bought the right to live there, the place is not actually or really yours and you can’t do whatever you want while you live there, especially not be a nuicance to your neighbours.
