Yes that hotel was open for the new year holiday time but when check online booking they are not accepting reservation before 1st march 2025. These guests which you see in the video probably come for new year and still staying.

Which months have the fewest tourists there,and the best weather??

Best weather November to April and low season is May to October. The lowest tourist may be between June and August.

I have one more question. do the police often check helmets and driving licenses in jomtien? Because half of the people have helmets and half don't, how is that?

There are no police check points in jomtien, but if any police see a tourist driving a motorbike without a helmet, sure, he will stop and issue a fine ticket. I recommend wearing a helmet on a motorbike even if you drive 50 meters for your own security. There are some police check points in Central pattaya almost every day. There are police check points on thappraya Road and pattaya tai after 11 pm in most of the nights for alcohol check.

And one more little question, have you seen anywhere in Pattaya/Jomtien that sells or buys cryptocurrencies?.because in Vietnam there are a lot of these points but in Thailand I haven't heard of such places, maybe you know something?

Thes Hotels are far away from cheap. 500 Bath are cheap !!!!!

How much are you expecting ? Prices are cheap when compared to high seasons before the pandemic. 500 baht is the cheapest price, yes, and cheaper is only 300 baht for a short time. Sleeping on the beach is totally free. When writing something, be more specific.
