I understand they werent prepared for the freezing weather, but the north deals with it every winter all winter long at much colder temperatures. In this case it's about all of Washington DC, and the government elected representatives. The problem is trump's supporters believe he was 'draining it'. When in reality, there is no way to drain it, as every one of our representatives takes bribes (called campaign donations) to not work for the civilization, but to work for the oligarchy. This is a problem with all democracies. They believe "we the people" are in control of all laws, rules, regulations, when it is the powerful and wealthy that are in control. And this all started with the British Magna Carta, which produced rights of the people, because they were about to kill off the king and wealthy with a civil war. So the king wrote up a document of rights to his subjects. And they introduced the idea of political parties, left and right, or liberal and conservative. This was the great invention to divide and conqueror his subject, so they fought amongst themselves while the wealthy and powerful ran the money pumps. This was copied by all democracies. So if you look at what most legislation is about anywhere in the world, it's about regulating money pumps, letting the very wealthy collect more wealth. And there is some good aspects of this, as it is in their interest to have a money flow down to all citizens, as in the end, the money pumps are about consumerism, so the money they let you have, then is spent on 'stuff' which flows back to them.
