As per knowledge , orbiter from Chandrayaan 2 is planed to use for communication that’s why the orbiter was not send in this mission and the leftover payload capacity has been used to strengthen the entire system( thrusters, improved lander legs to withstand more weight etc.)

Yes, Chandrayan 3 doesn't have an Orbiter. It has a propulsion module which will behave like a communication relay satellite.
