Many parts of Cali have two classes, the very weathy, and the poor, and the middle class are leaving, because the taxes, regulations, and housing, are unbearble, and they are taking their skills and their businesses to other states. It's failing, and it's causing things to excelerate, everytime someone leaves, and is replaced by illeagals, and other low skilled workers, who migrate there to take advantage of the system. The whole thing is bankrupting the state. Plus they stopped enforcing vagrancey laws, and created santuary cities that are filled to capacity with people that can't find work. This inevitably spills into neighboring cities that don't wan't these people but are stuck with them.

If you owe either a company or a private citizen money & fail to pay that debt which is owed. They can take you to court & get a judgment against you which can then put leans on your property & garnish your wages. If you some how continue to avoid paying off that judgment without reasonable cause the court could then have charges be brought against you and you could see jail time due to it. So you can still go to prison for failing to pay back your debts to non government entities. It just takes longer for the requirements to be meet & they are some what higher. But yeah, the government is pretty much looks at it like Judge Dredd would... "I am the LAW! And NO ONE IS ABOVE THE LAW!"

That ruling is a court order. Failing to comply with a court order can lead to additional fines, warrants for your arrest to reappear in court about the matter and even jailing/imprisonment. The courts really do not like it when people do not follow their rulings and orders.
