What's the evidence she was criminally responsible? Just because someone died doesn't mean there was a crime. Maybe something was covered up, but you can't say there was without any actual evidence. Imagine if you and your family got arrested, charged, and put on trial every time one of you had a car accident, even if you didn't commit a crime. She should be charged with murder. In my state, Florida, it is called vehicular homicide (killing a human and/or an unborn baby, with a vehicle), sentencing up to 15 years per death. This judge should be in jail. If you hit a mother and mother survives, yet the unborn baby dies you are charged with hitting and injuring a person, and vehicular homicide for the unborn baby. If both mother and unborn baby are killed then it is two counts of vehicular homicide.
