Rico Dredd was the best part of the film Armand Assante played him so well and stole the show. Judge Dredd on the other hand I'm uncertain if Sly was the right actor to play him, I guess it's because he's rarely in his uniform throughout the film.

Justice Department tried to save as many people as possible following a nuclear war, and crammed them into an overpopulated city with limited resources where only iron-fisted dictatorship could guarantee social order. The idea of culling the herd never seems to have occurred to them - when one member of the Council of Five suggests genetic engineering to make the citizens more docile Dredd's father Fargo shoots the idea down and asserts that the Judges are there to serve the citizens, not engage in population control or eugenics. You can argue that Fargo's humanitarian project is the reason Mega-City One is a dystopian nightmare that requires a benevolent dictatorship to keep control.

In reality, Rico is an anti-hero. He opposes tyranny and supports freedom of expression. But this movie is another propaganda piece just like 95% of the movies that come out of Hollywood. Using the beloved Sylvester Stallone as Judge Joseph Dredd, it glorifies the idea that we need to obey the authoritative police state without mind for concern and to live contently under the thumb of that state. In otherwords: This film is anti-human and anti-free thinking. Otherwise, this movie is a classic.

Dredd champions a totalitarian political system which argues that the general public can't be trusted to make sensible decisions about their survival in a post-war world with limited resources or living space. Ironically his childhood indoctrination is reinforced by firsthand experiences watching the democratic United States collapse around him. (One of his first missions required him to work alongside other Judges to protect helpless citizens from being raped by rogue US Army soldiers). Whereas Movie Rico seems to be a classic libertarian - personal freedom is more important than respecting social order.
