Couple of reasons, first off the general public are not generally informed or educated on absolutely everything so can't really make an informed decision, also if we have referendums for everything that would cost an absolute fortune and be majorly disruptive, not to mention it would kind of make vast swathes of government completely redundant since their purpose is to write and enact policy based on their GE and local election campaign pledges so in essence a referendum shouldn't be necessary since in a way the GE/LE IS the referendum.

Most trans people don't go through the surgery, and many trans women are sexually attracted to women when they still have their male appendage. Their desperation to have access to women's spaces is the first problem. Second problem, many young people who transitioned are now detransitioning. There are many stories of these young people coming out of America and Britain saying they are autistic or were going through mental distress at the time they were herded into transitioning, no questions asked. This isn't just an equality issue, it's much more deeper and insidious than that.
