Rhianna and Kylie Jenner billions are similar to Kanye's based on ongoing contracts, and not real assets. Holly could've easily done the same as Rhianna and Kylie Jenner, but she chose not to earn a living and fame by being tabloid star of scandals and sleazy lifestyle.
