I don't know if you ever got an answer to this outside of youtube, but regular (all-purpose) flour should be fine. The difference is all-purpose flour has less protein than bread flour, which just means that the end product will be a little softer and not as chewy as it would be with bread flour.

Cream, milk, or butter could be used. Cream can still get the shine of egg wash, but it won't brown as much. Milk will be matte and light brown as well. Butter, if used before baking, will likely just melt into the dough; so it's better to use it after baking, while the product is still hot. It will intensify the color and bring out its own shine. (If you use salted butter, you can count on the crust having a salty taste to it; so if you don't want to alter the flavor at all, use unsalted butter.) If a vegan option is needed, vegetable/canola oil or a plant-based milk will work fine. (Olive or coconut oils can also be used, but their distinct flavor will be noticeable.)
