For double reed instruments like oboe and bassoon the stroke bought reeds are out of tune and don’t work very well. I once had an oboe reed that was 3 notes out of tune and there was no way to fix it. Also, buying reeds is expensive like $25 a reed. Hope this answers your question.

You can, but they're as temperamental as single reeds (maybe half work okay?) and expensive (using currency converter but I'd estimate about $20usd per reed)
