We had experience giving the state of Kashmir freedom to govern with Article 370, what as the outcome? Corruption and Terrorism. Now the move by the Government will at least bring peace and stability in the region so that Kashmir can function as any other State in Indian Union. Culture and Identity in Jammu and Leh is different of that of Kashmir. Simple logic why are other states in India with similar feudal history not acting the same as Kashmir.
