I think it's just how the cutscenes are loaded. Sometimes it will linger on a shot if the next one isn't loaded yet. I've noticed this a lot with my old game that didn't work properly anymore.

The long pause was specifically added in the 1.5 remix, guessing due to some bug. The pause was definitely not even long in the original ps2 scene. It was only like 1 or 2 seconds before Riku spoke.

And weirdly, this didn't really change. There are still moments like these where timing between two actions is a bit off. In KH3 there is a scene in Yen Sids tower shortly after Aqua is rescued, where someone (I think it was either Donald or Riku) makes a lighthearted joke about Sora and everyone (except Sora) laughs. Now, the time between the joke and the laughing isn't as extreme as in this one, but it's just slightly too long. Like, they needed a moment to realize that what was said is supposed to be funny. It's funny, but I also always cringe when I get to that scene.
