I know I'm a year late but I just ordered a B Celtic double-ding and this song is a big part of the reason why. It's beautiful, and you really show off how many different sounds the instrument can produce with that little vibrato thing at 0:34 and flicking the cutouts with your nail.

I'm picking the notes by placing my index fingernails in the gap between the drum and the notes and picking them upwards quickly.
