I haven't been there in December. But we were there in February and it was nice bit definitely chilly so I expect December to be similar but maybe a bit warmer

We went in February. I think it was about 10 degrees celsius

Kawagoe is OK but it's main draw, the old buildings lining a couple of streets, are difficult to truly appreciate because for some reason they won't close the main street off to cars even on the weekend, which makes it too crowded on the non-existent pavements and busy with cars. I have only been to Kawagoe on a weekend and it was mobbed, not very enjoyable. If you're into old Japanese architecture specifically, I would recommend going to Sawara in Chiba, which is about 1-1.5 hours drive from Tokyo but by train it takes longer than getting to Kawagoe. Sawara is much calmer, you can truly soak up the Edo atmosphere and take time to enjoy the buildings along the river there but overall there isn't very much else to do aside a couple of decent museums. The people of Sawara seem to be more proud of their heritage and will take time to explain it to you. I'm saying this because I just visited both towns in the last couple of months.
