How would I get less of a horizontal stripe effect? Should I go up and down in various parts then circle around the cake for the final smooth over?

I would think whatever direction you apply and scrap down will be the direction the effect will move in. If you want a slant or vertical movement, apply and scrap in that fashion.

I'm having problems with dragging and spotting. Is that because of my cake sweating or too cold?

If your cake is cold and your work area is warm.. Say 74 degrees... Your cake is going to sweat. It always works best for me to crank the air condition and have my work area around 68 degrees when working with my cakes. It keeps them from sweating.
