The above are all non-immigrant visas issued to people like ambassadors from other countries, neurologists, burn victims, college students, etc. Immigrabt visas are for people who want to live and work here permanently toy and are sponsored by a citizen. There are some exceptions, fur instance the people who acted as interpreters in areas of war, for our military. But sure! Lock it down!

FYI @magnolia those high-end very expensive watches have serial numbers and can be registered via the serial numbers as well. So, unless these criminals scratch off those #'s there easy to trace. And they really can't scratch the #'s because it will decrease the value significantly.
