Hence the case was deemed to have very low odds of success. A later investigation by a QC found failings in the police and CPC handling of the case, but the report is mostly critical of the police. Their investigation made the CPC's tasks very hard (basically, had the police given the vicitms more information, i.e. that there were more victims, then they may well have testified).
