The intention was to encourage deliberative discussion rather than screaming matches between different party factions. Unfortunately, reality turned out much different than the original vision. However, that original seed of collegiality is still baked into the culture of the Congress which is why their debates are generally much more restrained than debates in governments with parliamentary systems.
