You will need 240v mains from a plug to turn it on, battery is for if the power goes out the panel won’t go off

You can use 2x 12V batteries or 1x 24V batterie (Recommend 2x 12 V batteries as it is safer), if you are in England you would have a mains output of 230V Alternating current (AC) at 50Hz, In wales they use 220V AC at 50Hz, Northern Ireland they use 230V AC at 50Hz, Ireland is 230V AC at 50Hz, and Scotland uses 230V AC at 50Hz
